Turnout. Obama got 69M in 2008 and the US population has grown by more than 20M since then. Biden got a lower percentage of the popular votes cast than Obama did in 2008, so the voters are out there.
You mention enthusiasm which I think is key. Enthusiasm for Hillary was extremely low because she’s so unlikable, and in 2020 it was high for Trump but off the charts for Democrats - not for Biden but against Trump.
I also don’t believe anyone could manufacture millions of fake votes across multiple states and not have the conspiracy come to light.
The vote fraud did come to light. It was ignored by courts and politicians alike.
Oh, it’s quite possible. People often suppose that for a grift involving millions of votes, there has to be a shadowy outfit orchestrating it.
Actually, all it needs is a bunch of people here and there, using easily accessed information, to act independently.
The real problem with the Q narrative is that it’s so convinced there’s a cabal of China-bscked illuminati running the grift, that there is such a thing as Antifa, etc. that the vastly more plausible explanation doesn’t even get a whiff of scrutiny.

It wasn't the complete manufacturing of fake votes, it was the manipulation of the votes cast by preset algorithms. It's hard to believe that Biden got 15 million more votes than Hillary did.
Nobody believed that Hillary could actually lose but she did. As a result, the Democrats had four years to insure that would never happen again..........
It has come to light. In fact the methods and sources are now known quantities, but the lazy, compliant deposed sovereigns believe the lies rather than face the truth that they have been usurped by a criminal enterprise which is ending the Republic. And just so you know, this is much deeper than just demon rats stealing an election. There is a deep spiritual component to this evil and that too is too real for the dumbed down deposed sovereigns to allow into their consciousness. The broad road is being prepared for the arrival of someone so evil he comes with all signs and lying wonders of satan. The last obstacle to his world rule is being dismantled and will soon no longer oppose the evil one.
