If he’s referring to the Gun-Free School Zones Act, that legislation made it far easier for the perpetrators of mass shootings in schools to do their horrible acts. The Phys Ed teacher who died in the Parkland tragedy was not permitted to carry his licenced concealed handgun onto school grounds because of that law.

I guess he was in the Congress in 1968 when they approved the firearms act put forth by Sen. Thomas Dodd, who took his queues from the German firearms act of 1938.

Well, he did sponsor and pushed to pass the gun free school zone legislation. The result of which was a 300% (yes 3x) increase in the number of schools shootings.
