This whole 'the President must tour disaster areas!' line was created as a way to slam republican presidents as being heartless. It got started with Hurricane Katrina. It weaponized storms against republicans, that is its sole purpose because it doesn't make a damned bit of difference otherwise and is arguable an unneeded distraction.

it certainly was never intended to be used against any dem. Some of them gladly take the photo op but those who are riddled with dementia just put a lid on the day and nobody says boo about it.
