The time of the President and Cabinet has been mostly employed yesterday and to day upon the question of the evacuation of Fort Sumpter. No order has yet been issued. The matter is in the hands of the President. A Cabinet majority favors an evacuation.

The President was compelled to close his morning levee to-day in consequence of pressing business.

CHAS. HOWE was nominated and confirmed as Collector at Key West, Fla.

The Commissioners under the recent claims treaties with New-Granada and Costa Rica were nominated to-day. E.W. LEAVENWORTH, of New-York, is Commissioner under the former, and CALVIN HUSON, Jr., of Rochester, N.Y., under the latter.

It is probable that T. BIGELOW LAWRENCE, of Boston, will be made Secretary of Legation at London, and JOHN ADAMS, son of CHARLES FRANCIS, Assistant-Secretary.

It is settled that Mr. FOGO will accept the Commissionership of Patents. He will have the position.

Mr. HOLLOWAY will be otherwise taken care of.

The following gentlemen are applicants for offices from Illinois, and will probably be appointed:

GEO. BESTOR, Pastmaster at Peoria, Ill.
Mr. RAYMOND, Postmaster at Elgin, Ill.
GEO. S. BANGS, Postmaster at Aurora, Ill.
C.K. JUDSON, Postmaster at Freeport, Ill.
L. KING HAWTHORNE, Postmaster at Sterling, Ill.
W.H. WRIGHT, Postmaster at Mapleville, Ill.
J.L. CAMP, Postmaster at Dixon, Ill.
R.H. MELLEN, Postmaster at Amboy, Ill.
E.S. SMITH, Postmaster at Batavia, Ill.
R.C. JACKSON, Postmaster at Morrison, Ill.
W.C. SNYDER, Postmaster at Fulton, Ill.

These are all Presidential appointments, and are in the hands of Mr. LINCOLN, and will probably be made as above. They are graded as first-class post-offices.

Dr. LEIB is strongly pressed for Surveyor-General of Colorado Territory.

He deserves no place at the hands of the Republican Administration.
