I own the smaller sized version of a Lincoln Navigator. Its maximum occupancy is eight people. With a couple of babies or toddlers and illegally overloaded, maybe ten. But 27??? That's an unbelievable load even for a stretched Navigator/Expedition or a Chevy Suburban. One hell of an illegal alien smugggling operation.

Having lived in southern Arizona, there were numerous incidents where vehicles were pulled over by police and would disgorge an enormous amount of people who would begin running in every direction in order to confuse and evade the police.

Even after an accident, unwounded people would abandon those who were hurt and scatter.

The only analogy I can think of is turning on the lights in a kitchen at night.
