OUR WASHINGTON DISPATCHES.
WASHINGTON, Friday, March 1.
Great consternation was occasioned among the Border State men and Northern conservatives, to-day, by a rumor that Mr. SEWARD declined to go into the Cabinet at all, from a conviction that its proposed organization precludes the possibility of harmony or of a conservative Administration. Of course there was no reasonable foundation for the rumor, but its effect constituted a striking indication of how much confidence the country places in the distinguished statesmen of New-York, and how firm is the reliance upon his wisdom and patriotism, in the present national crisis.
It was announced early this morning that MONTGOMERY BLAIR had been decided upon for the Cabinet, and that CAMERON had also concluded to accept some other position than that of the Treasury. The Cabinet at present seems likely to stand as follows:
Secretary of State -- Mr. SEWARD, of New-York.
Secretary of Treasury -- Mr. CHASE, of Ohio.
Secretary of War -- MONTGOMERY BLAIR, of Maryland.
Secretary of Navy -- CALEB B. SMITH, of Indiana.
Secretary of Interior -- Mr. CAMERON, of Pennsylvania
Postmaster-General -- GIDEON WELLES, of Conn.
Attorney-General -- EDWARD BATES, of Missouri.
The Cabinet list above was generally accepted today as settled. It may prove to be the programme at lest. I have reliable authority, however, for asserting that the Cabinet is not yet finally determined upon. Of this you may rest assured. Of course, the difficulty experienced grows out of the apparent impossibility of satisfying the ultra Republicans with any Cabinet that can be harmonious and conservative. The rumor that Mr. SEWARD has intimated any purpose to abandon the Cabinet is entirely without foundation.
