WASHINGTON, Sunday, Feb. 17

THE PEACE CONGRESS.

The rumor is current on the streets to-day, that the Peace Congress was broken up yesterday, under an agreement to disagree. This is untrue. The proceedings yesterday revived the hope that some agreement would be arrived at in conference. To-morrow will be allowed for debate, and on Tuesday a vote will be pressed, which will probably result in four Free States -- Rhode Island, New-Jersey, Pennsylvania and Illinois -- and the seven Slave States, supporting the report of the Committee, and the other ten Free States, represented in the Convention, opposing it. This vote would adopt the report by one majority, but should the Michigan Commissioners reach here in the meantime and vote in the negative, the result will be a tie. The report is as follows:

ARTICLE 1. In all the Territory of the United States not embraced within the limits of the Cherokee Treaty grant, north of a line from east to west, on the parallel of thirty-six degrees thirty minutes north latitude, involuntary servitude, except in punishment of crime, is prohibited while it shall be under a Territorial Government; and in all the territory south of said line, the status of persons owing service or labor as it now exists, shall not be changed by law while such Territory shall be under a Territorial Government . . .
