Cases are plunging because they changed the criteria for a positive case once Biden was inaugurated. If they had done this long ago, the case numbers would never have been as drastic as they were. They were including the false positives for a purpose, which was to keep the fear going so that mail in ballots were the way to go. That’s the way the could rig the election.

The CDC controls the case definitions for the United States and they have not changed the case definitions substantively since April of 2020. If you're curious the CDC case definition for COVID-19 is here
The World Health Organization changed how they count cases. Doesn't impact the United States.
Cases are dropping because we already hit the post-holiday peak. They always follow a bell curve. This happened twice before. It happens in every state and every country and every region on Earth. Cases go up, they peak, and they drop. You may be able to control the height of the peak with measures that actually impact the rate of transmission (hint: closing beaches has zero positive impact), but the shape of the curve is always the same. Biden has done nothing to change anything with COVID-19 cases good or bad so far. Anything he could have done by now wouldn't show up anyway. It takes weeks to alter the trajectory of transmission.
