You need to read the Constitution a little bit closer.
The only way the Speaker of the House becomes President is if the President and Vice President both die simultaneously.
If Biden dies, Harris becomes President, and she will immediately appoint a new Vice President. The Senate will confirm that choice, then that new Vice President will become the President upon Harris' removal from office.

Thanks to the difficulty in doing nationwide fraud for the midterms, Republicans sweep the House and Senate in large numbers in 2022. They immediately impeach Biden and Harris using the precedent of the current Impeachment fiasco (no trials, no real purpose).
THEN the Speaker of the House strolls in. If it is Trump, he can run again in 2024 and complete 4 more years.
