I have no knowledge of how DOJ operates. But I know a thing or two about document control. First, nothing at that level gets produced quickly. And it’s all tracked and managed. There is a paper trail that says when each document was initiated, what reviews it went through, who scheduled the review, who participated, who put together the final document, who authorized the release of the final document.
Donald Trump was president up until Jan 20. I bet there is a solid paper trail, from before Jan 20, of the “Trump DOJ” actively working on EOs on behalf of Joe Biden to undo much of the Trump presidency.

Two questions. What were the 30 Executive Orders supposed to do? And if they were queued up and ready to go then how could the Department of Justice delay them? Trump didn't need their signoff in order to issue them.
The DoJ was not slow walking their President Trump’s orders.

I’m not sure the fact that DOJ employees are 80%-90% democrats is Barr’s fault.
I think the DOJ/FBI actually run this country. They certainly are the political nerve center of Washington DC, with the power of secret investigation and legal prosecution
