I have read on many different comment sections for various threads, where people have said that President Trump said, "Joe's shot," but no one has explained it or mentioned when POTUS said that.

Does anyone remember him saying that?

According to the linked article, the public was "outraged" when President Trump joked about Joe Biden being shot at a Lansing Michigan campaign rally a week before the election.

Then Snopes debunked the claim saying that President Trump was suggesting that Joe's mind was "shot" (incapacitated) and 3 weeks in office, Biden would be replaced by Kamala using the 25th amendment.

Trump is quoted as saying: “That’s why they are talking about the 25th Amendment. Three weeks, Joe’s shot. Let’s go Kamala.”

Interesting that he used the word "shot". Perhaps there's a back up plan. I do recall MSM carrying stories in the past week of grave concern/security risk. Maybe they are setting up MAGA for a false flag against Old Joe.

Would explain the outraged rhetoric and fanning of panic re Republicans right now. If the Deep State harms Joe and pins it on MAGA, they've already primed the pump.

Joe looked different in a tweet wherein he's relaxing on the floor, leaning onto his dog's bed. I wondered about dog comms but I'm bad at those so I covered my eyes and kept scrolling.

But before I left the page, the person reclining back on one elbow on the dog bed was more Eddie Baur advertising and less, barely-can-walk Biden. Biden looks frail and the person that resembled him did not look infirm.
