WASHINGTON, Thursday, Jan. 31.

THE DAILY OVERLAND MAIL PASSED.

SCHUYLER COLFAX clinched his daily overland mail victory to-day -- succeeding in having the bill passed without any of the riders which were designed to swamp it. The more it was opposed the stronger it grow. The Senate doubtless will promptly concur.

THE WASHINGTON CONVENTION.

It is understood here that the first movement in the Board of Commissioners from the States, to meet here on Monday next, will be propositions by Virginia for the withdrawal of the Federal troops from the Capital, the States guaranteeing that there shall be no hostile demonstration affecting the peace of the Capital.

THE PLOT TO SEIZE THE CAPITAL.

A Virginian in high position, and one who is well posted in regard to the movements of the secession conspirators, declares with evident sincerity that there is no longer any purpose to seize upon the Federal Capital by force. He admits that at one time there were lawless persons who desired to adopt that measure, but asserts that they have been entirely put down, and that there is no longer any disposition, even, to the contemplated violence. The source from which this information is derived, I consider important and significant.

THE PRESIDENT AND GEN. SCOTT.

There is no longer reason to doubt that a serious rupture has taken place between the President and Gen. SCOTT, or that the former, for a week past, has been nearly as vacilating and wilful relative to the secession movement as he was before the discovery of COBB, FLOYD and THOMPSON'S complicity in the disunion cabal.
