WASHINGTON, Thursday, Jan. 24.

Many Northwestern Republicans are disposed to accept the greater portion of Senator DOUGLAS' last new Compromise. They will even swallow his refined and somewhat modified Popular Sovereignty. The proposition to extend the Presidential term to six years, making the President ineligible to re-election, and electing him by a direct popular vote, meets much favor. Mr. DOUGLAS will press his resolutions to a consideration by the Senate at the earliest moment, but it is exceedingly doubtful if they can be passed before the 4th of March.

Another new project among Northern and Border State men is that of a Congress of three Commissioners from each State, to assemble at Washington in February, to devise a basis of settlement of all questions of doubtful construction respecting the rights of different sections. This to be submitted to the people for ratification or rejection in the several States.

The scene in the House to-day between Mr. RUST, of Arkansas, and Mr. DUNN, of Indiana, was interesting and somewhat exciting. Mr. RUST made certain charges against the Republican Party, known to be without foundation. Mr. DUNN asked him if he did not know that such charges were "an infamous libel upon the Republican Party?" Mr. RUST asked if Mr. DUNN was "responsible for his language?" and received a cool affirmative. Mr. DUNN subsequently explained, but Mr. RUST was not satisfied. Mr. DUNN replied that his explanation was not to him but to the House. A duel is anticipated between them among friends of both parties. Mr. RUST is a duelist, and Mr. DUNN is a Southern man by birth and education, and in fighting parlance quite as "game" as Mr. RUST.
