I’m thinking the background was legit. My current view is that photo was done someplace like the old set of The West Wing. Not a car expert but does that vehicle look that new?
And in the photo it looks like there’s some kind of hedge between the Oval Office and car, but in the overhead Google Maps image provided by New Perspective (h/t New Perspective), not seeing the hedge.

The two girls *LITERALLY* disappear just behind and to the side of the Ed.D. and then reappear again.
