It is entirely within the realm of possibility that a few members of the cabal are more discerning than others and see the writing on the wall and are trying to get out of the line of fire. They undoubtedly have information on other members and their plans and would likely be willing to trade this for more favorable treatment.
These would likely be lower members of the cabal who believe that the cabal finds them expendable and that they soon may be “expended” by the cabal.
