By today they have the domestic capabilities to develop this on their own thanks to US firms manufacturing there, US colleges educating their folks here, us allowing ourselves to be robed blind but saying nothing because we want to keep the status quo and besides US politicians are buyable...
When Pear harbor was bombed by the Japanese, some of their bombs were made of US Steel we had provided them not to long before that.
