Hubert Humphrey declined to count Electoral votes in January 1969, the President pro tempore of the Senate did it instead.
In case Pence resigned, the votes would be counted by either Chuck Grassley or Dianne Feinstein, depending on the outcome of the Georgia races the day before.

What if games. Hmmmmm. What if Biden keels over dead in the next two weeks. Kamala couldn’t be sworn in because she was not elected to the office. So would Trump continue until a special election were held?

If, and I say if, VP Pence were to resign then the President Pro Tem of the Senate would administer the joint session. That would be Charles Grassley. As for replacement of a resigning VP, look no further than Spiro Agnew’s resignation. The Senate would have to approve any replacement.
