Congress can send the question back to the States to heal or nullify.
Citing the obvious fraud.
A state not healing or nullifying can present bone-fide evidence that there was no fraud.
I would think that the question cannot be sent back to only select States.
Every state will be made to present evidence proving their elections.
Congress can only act Federally, the States must act individually.
If a State refuses to heal, nullify or prove, Congress can then “throw out” that States Electoral Votes.
Diminishing the overall vote total.
Again, keeping intact the axiom that “the fraud itself disenfranchises the voter”.
The State is guilty of disenfranchisement...just like the slave states.

Unfortunately, the RATs and CCP-controlled Repubs have the majority in both houses of Congress.
There is certainly plenty of evidence for any honest person to be 100% convinced of the fraud; HOWEVER, in my opinion, they will not act on the evidence UNLESS:
