THE LATEST REPORTS FROM WASHINGTON.

The Special Committee of Thirteen Ordered in the Senate.

A Plan of Compromise Submitted by Senator Lane, of Oregon.

Mr. Crittenden Proposes to Restore the Missouri Compromise.

WASHINGTON, Tuesday, Dec. 18.

Conservative men find little cause for confidence in the speech of Mr. CRITTENDEN, or in the manner in which it was received. There was no indication of a disposition on the part of the Republicans to accede to the terms which he proposed, through some of the Southern Senators expressed the opinion that they would be satisfactory to the more moderate Southern States.

The Select Committee of thirty were again in session to-day, but made no progress. Great efforts are being made by them to keep the proceedings secret.

Neither JOHN COCHRANE, BRIGGS nor CLARK advocated coercion in the New-York caucus, though all were firm for the maintenance of the Union. What they mean by such a distinction possibly they can explain.

JAMES R. MARKS arrived here this afternoon with the electoral vote of Louisiana. He reports that the Louisiana Legislature refused almost unanimously to appoint Commissioners to other States, being determined to act without advice or consultation. This is understood to be Senator SLIDELL's programme, and to have been carried through the Legislature under his immediate advice.

Hon. JOHN C. BURCH has written a letter to California for publication, giving his views and advice in the present exists.
