IMPORTANT FROM THE FEDERAL CAPITAL.

Speech of Hon. Benjamin Wade, of Ohio, in the Senate.

His Exposition of the Principles and Intentions of the Republican Party.

PEACEABLE SECESSION AN IMPOSSIBILITY.

More Conciliatory Propositions in the House.

Probable Break-up of the Special Committee.

The Secession Movement in South Carolina.

MEETING OF THE STATE CONVENTION.

Organization and Adjournment to Charleston.

WASHINGTON, Monday, Dec. 17.

The Senate was densely packed to-day to hear Mr. WADE, as it was supposed that he would speak in some degree for the incoming Administration. Not only were the immense galleries crowded, but all the lobbies and ante-rooms were filled, while the foreign Ministers and members of the Lower House swarmed on the floor, filling every inch of available space.

Senator WADE spoke for two hours, and delivered, as was anticipated, a regular war speech, declaring the determination of the Republican Party to execute the Federal laws, regardless of secession, and that this capitol would be held by the Northern States, if need be by the force of arms at all hazards.

MOORE, of Kentucky, who came here a strong Union man and ready for any sacrifice to secure harmony, now says the whole South must act together. WOODSON, of Missouri, and many others of the most conservative men from the Border States, say WADE's speech has produced a strong and decided feeling among them to remain no longer in the Union. PUGH will take the first opportunity to reply. He says if the positions taken to day be approved by the Republican Party, civil war will follow in sixty days.
