An off-shore Search & Rescue normally doesn’t include P3 sub-hunter aircraft.

I grew up there and my siblings still live there. They were the ones who told me the local news reported the 6 fishermen missing and the recovery of a dinghy.
Halifax is a major Canadian port and the home of the Canadian Navy and dock yard. My Dad used to take part in naval exercises in the harbour and off the coast while he served in the navy.
Hard to say what the truth is in this particular circumstance.
