WASHINGTON, Monday, Dec. 10.

The debate in the Senate to-day seems to augur rather badly for the preservation of the Union. The speech of Gen. DAVIS, while it was dignified and parliamentary, was well calculated to obliterate the last hope for conciliation. The speeches delivered by Senator IVERSON, and others of his calibre, do much to aid the Union cause, but the cool, deliberate, dignified remarks of the Mississippi Senator are truly dangerous, and are to be deeply regretted. Never has the Senate appeared before so impressed with its responsibility.

When Senator DOUGLAS announced that he ignored party, the galleries resounded with applause. All eyes were turned on Senator MASON, as he seems the self-constituted moderator for the Senate; and this Union music grating harshly on the Senatorial ear, he gave his usual notice that if repeated, he should insist on having the galleries cleared.

The remarks of Senator DIXON were well received and universally approved by Southern men. He believed our difficulties could be settled; and if they were not, history would record that it was because the statesmen of the present day were incompetent for their duty. The difficulty was, precipitation on one hand and blind incredulity on the other.

The whole debate to-day has but increased the apprehensions here.

In the House, there was literally no effect produced, the speeches being regarded as only a waste of breath. They indicated nothing. The declaration of Mr. SICKLES, that New-York City would declare her independence, was evidently to check Charleston and other seaboard cities which are looking to great benefits arising from disunion.
