VERY long post, but it tells you where to look, with a few brief editorial comments on what link holds what, from your humble servant.
How I can explain it as of now, is
The data shows a software ability to set a ratio and then the ratio is being transferred between precincts by taking the first available precinct from “an ordered alphanumeric list by County, Precinct”.
It’ll probably be a few hours before I can digest it enough to give a clear explanation and let’s hope before that someone much smarter that I comes along and gives definition.
