I'm just trying to figure out an acceptable amount that RATS will tolerate before the whining begins. Apparently the fraud can flow with hardly anyone going to prison.

But the thing about it is that it’s a law without teeth. Most people get away with a suspended sentence or probation and at most a small fine of less than $500. Now if the ante were upped to a MANDATORY one year in jail and a felony conviction, it might stop most of it.
