While the transaction isn’t out of the bounds of reality, it sounds a little too much like a news item intended to distract from actual vote fraud news. It could have happened and had an impact but we should wait for actual verification and proof of impact.
States are responsible for who they contract to count their votes and need to do their due diligence.
If Dominion was already corrupt, would a change of ownership a few weeks before an election be needed? If it was not already corrupt, would a change of ownership a few weeks before an election be enough to corrupt a meaningful number of employees to commit fraud?
