NO, I am using absolute links as in this. For the example I dropped off the first “<” that begins the HTML so you can see the code I used.

a href=”https://www.biblegateway.com/passage/?search=Philippians%204:6-7&version=NKJV” target=”blank”> Philippians 4:6</a>

Now wI’ll post the link with the “<” added so you will only see the Scripture I linked to

Notice how the link worked in the comment with the URL, but with the HTML added correctly it does not Philippians 4:6

I just looked at the source code for your link and you have

target="”blank”">

Two types of quotation marks must have been cut-and-pasted by mistake from another place or it may be what was added that breaks the link.
