Reed, remember that the DHHS is an unelected bureaucracy whose authority flows from the Governor whose Emergency Health orders have been ruled unConstitutional.
DHHS enforcement authority extends ONLY to those /State/ entities LICENSED to operate /in the State/.
They are NOT BINDING on individual residents going about their personal business.
Neither are they binding on out-of-state visitors.
There can be a 14th Amendment argument for businesses in the State who also operate in other States (placing unequal standards/treatment).
Meijer, Kroger, Home Depot, Lowes, McDonalds, Tim Horton.
The DHHS orders cannot nullify or restrain interstate trade (14th Amendment).
