Based on legal mumbo jumbo which I don't recall, the President Pro tempore of the Senate would be President until the election got sorted out. That's currently Grassley.That makes sense as the only body that survives an undecided (not certified) election is the U.S. Senate as 2/3 of the senators continue to hold their seats. I assume the Senate could conduct business with that number.

The other thing to keep in mind on he House side is that not every state is having issues. So all the States without issue would still seat their members - there would be more than enough to allow a State contingent vote for POTUS.
