The other thing to keep in mind on he House side is that not every state is having issues. So all the States without issue would still seat their members - there would be more than enough to allow a State contingent vote for POTUS.

You're correct. I hadn't considered that. Those state delegations would comprise a quorum and would be able to conduct House bidniz.
