My guess has always been Pence.
I HOPE I AM WRONG.
But my reasoning has been that HRC/0vomit or any prominent D would be shocking, but would cause immense backlash and cries of partisanship and political revenge. Riots. It would be difficult for the Ds to claim that it was political if Pence were arrested. They’d try, though. The whiplash from their flip-flopping would snap your head off.
I think a celebrity like Hanks would be surprising, but too much of a “non-event” too quickly.
The Queen would be the biggest shock to me! Mostly because I don’t see how POTUS would have any authority to arrest her. I’m not sure if anyone in the world would have that authority.

That goes for the pope as well. Both queen and pope are sovereigns and are immune from arrest. More than mere heads of state, each IS the state. Arresting either of them would be a serious violation of international law and would disrupt a whole raft of things.
So, maybe that would shock the world.
