Another computer glitch thought:
To make the vote change appear legitimate, they would need to piggy-back the flip on an actual -but smaller- tabulated result.
The flip then extracts the tabulated votes (say, 142 votes being reported). The needed “flip” is 20K so the software makes an adjustment and piggybacks 19858 votes on to a legitimate reported total.
Plausible deniability
Yes Fraction magic has been going on for years and have the dead voting and other ballot stuffing activities. Now we have the additional crap from Hammer/Score Card.
