The Hammer and the Scorecard application are real, but they NEVER fell under CISA. That program falls under a classification caveat that few, if any, anywhere in DHS will have and, to quote Joe Biden for the first and last time - PERIOD.
I’m in full agreement on exposing every type of fraud, prosecuting offenders, ditching gameable systems, and stopping it all before the Dems steal again.
I see that as a parallel job to the immediate task of getting judges to void illegal votes in jurisdictions that perpetrated mass fraud and stole the Presidential election and possibly Senate races. Judges don’t want to be blamed for deciding elections, and look for excuses not to act. Complex high tech conspiracies depend on invisible evidence and experts’ interpretations. The Dems will hire “experts” to provide counter-explanations. The judges will affect befuddlement and say nothing was proved. Boxes of forged ballots are harder to pretend away.
Newsmax had someone on earlier today involved with hacking the earlier version. He pointed out that Dominion isn’t a single system or platform but rather a family of systems. Yes some patches have been applied, but ALL are suspect.
Basic takeaway, like any system it’s only as good as those in charge of it.

I think it’s an operation designed to fraudulently change votes in an election possibly via hacked voting machines and fraudulent ballots.

We explained how they work in an article last week, but the gist is this: “Hammer” or “THE HAMMER” is a counter-intelligence surveillance program used to spy on activities on protected networks (like voting machines) without detection while “Scorecard” is a vote-manipulation application that changes votes during transfer. It’s the least detectable form of election manipulation because it works during data transfer between voting stations and data storage hubs. Unless both sides are looking for irregularities, it’s impossible to catch. If nefarious forces had people on one side or the other (or both) during data transfer, it cannot be exposed.

My understanding is that since 2018, blank ballot paper (watermarked) has been supplied by CISA to the states who then print the ballots.

What is the source of this information, that will probably give you an idea if it is true or not.
