Explanation (per youtube comments):

Transferring votes from unreadable ballots - Look at the guy - he is reading off the marks on the ballot he is looking at to the woman who is putting them on the replacement ballot. You can confirm by watching the #4 mark, which is NOT at the top on the man's ballot and the woman fills in the same NOT at the top mark on the replacement ballot. They are volunteers who are doing exactly what they are supposed to do, by transferring the marks from unreadable (by the machines) ballots to replacement ballots so they can be counted. The woman moves her ballot to the pile on her right, and the man moves his ballot (which he is reading, not filling out) to the pile on his right.

I didn't do the research, just pointed out what was on the Twitter thread.

There are, in fact, proof that people who long ago moved away from states they supposedly voted in, this week, voted in at least two different states, one of which they never asked for a mail in ballot from.
