Explanation (per youtube comments):

Transferring votes from unreadable ballots - Look at the guy - he is reading off the marks on the ballot he is looking at to the woman who is putting them on the replacement ballot. You can confirm by watching the #4 mark, which is NOT at the top on the man's ballot and the woman fills in the same NOT at the top mark on the replacement ballot. They are volunteers who are doing exactly what they are supposed to do, by transferring the marks from unreadable (by the machines) ballots to replacement ballots so they can be counted. The woman moves her ballot to the pile on her right, and the man moves his ballot (which he is reading, not filling out) to the pile on his right.

That’s the explanation I came up with on my own.

BUT - it points out the importance of having observers, and how important it was that GOP observers should not have been blocked in Detroit.
