Strong predicts: "...that Southern conservatives will be crushed and silenced though in the majority, and the Reign of Terror in the Carolinas, Georgia and other states will so strengthen that it may become so intolerable and so thrown off..."

Just so we're clear on this: by "conservatives" Strong means Unionists, former Whigs, today's Republicans.
Strong thinks they are the majority, though "crushed and silenced" by Democrats.

The "Reign of Terror" refers to Democrats, slaveholders, secessionists who've made life "intolerable" for conservative Unionists.

So, in 1860, minority Democrats' Reign of Terror crushes & silences the majority of conservative Unionists, today's Republicans.

When will we see that happen again?
