Or they could simply do the equivalent of a soccer “red card”, and force the team committing the offense to play the rest of the game with a man down. That would certainly get everyone’s attention, and basically cause the loss of the game for the offender’s team.

Yep, that is who Im thinking is brought in.
As someone who isn't a fan of the Cowboys, I'd be delighted to see this. Jerry would piss off most of his fans to sign a divisive, posturing dweeb who hasn't played in over three years and hasn't been respectable at QB since the 2013 NFC Championship Game.
This all supposes that Kaepernick wants to play football, anyway, and that's probably a mistake. He makes a lot more money and gets a lot more publicity playing martyr for the left-wing.

A. The hit was dirty and deserved the ejection (and probable suspension).
B. That had nothing to do with the loss. The Redskins were beating a terrible Dallas defense like a redheaded step-child (ooooh, sorry, Andy!). Headline is post hoc, ergo propter hoc fallacy...
