Yep, you just make a law declaring that airplanes be powered by magic non-fossil fuel, non-nuclear, magic, self-generating electricity and let someone smart figure out how to make it happen. The possibilities are literally endless when you don’t deal in reality.

They’re going to have 450 out-of-work Pennsylvanians pump up the pressure chamber for the water tank that, when the built-up pressure is released, will shoot it up and straight to its intended target, lofting gently to the ground on a parachute.
It worked SO well in my backyard as a kid, I don’t see why not.

Note, though, that it’s a mile wide, and two and a half miles long. It will only store only a half a day’s energy when the wind doesn’t blow. It’s actually designed to supplement nearby nuclear plants. These, too , are despised by the Green Energy kooks.
Serious answer: We are currently seeing battery powered planes & solar powered planes. Both have limitations, but that is bound to improve. Fuel cells also have promise for the future.
We cannot predict the future. People in times past could not imagine cars, planes, & space vehicles. There is no limit to what will come in the future. I have no doubt that planes will be powered by other than fossil fuels, WHEN these power options surpass the efficiency of current fuels. Already scientists are working on matter transfer. Teleporting will make the commercial airliner, cars, & trains obsolete.
BTW, I do not believe in anthropogenic global warming, I firmly support the use of fossil fuels, & don’t believe mankind has sufficient knowledge & ability to positively affect global climate, nor do I trust politicians to do the right thing, even if they could.
The Navy is already planning on flying it’s Jets with nuclear power made jet fuels made from seawater. At even $6 a gallon it’s cheaper than shipping it via tanker half way around the world to a war zone. Fuel at the front lines can cost up to $400 a gallon of JP8 when the delivery,security cost is included.
The Europeans pay nearly $9 a gallon and get along just fine. What this technology means is it puts a absolute ceiling on petrol prices of $6 ish a gallon. Because at that price point the move to synthetic liquid fuels will be in full effect.
Airbus and Boeing both have viable hydrogen commercial aircraft plans should they be needed or economical.
On a btu for btu basis nuclear heat and basebar power is cheaper than even natural gas. The current spot price for a lb of UO2 is $35 lb. At an avg burn up of 45 gigawatt days per Mton of HM is 0.15 CENTS per kilowatt hour. For process heat on a btu for btu basis is 15 cents per million btu vs 3 dollars for one million btus of natural gas and at 5.777 mmbtu per barrel @$40 for a bbl of WTI =$7.10 MMBTU for West Texas oil.
Nuclear is a political problem not a technical one. Korea and China both install nuclear power for $1500 OR LESS a kilowatt in capital costs. Fuel costs as has been shown are fractions of a US CENT per kilowatt hour. This is due to the insanely high energy density of nuclear power 200 million electron volts per atom of uranium. Vs a few tens of electron volts per atom of combustion of hydrogen or carbon. A single fuel pellet the size of a gumball has the energy of a 9000 gallon tanker truck full or oil or two railcars full of coal it’s insane how dense it is literally the stuff that holds the universe together.
