Some people did some things.

Mena was the alleged port of entry for alleged drugs by alleged "CIA" importers. As I recall, the bodies of alleged whistle-blowers were found who were associated with allegations that involved Gov Clinton. We cannot get beyond "alleged" because DEA et al apparently chose to not bother with it.

It was on the second page of my notepad list of alleged Clinton misbehavior.

Correct. The DEA chose not to get involved. Years later a reporter, I think her name was Sarah McClendon, asked Clinton about it. He actually claimed for the record that local authorities investigated this incident. And found nothing wrong.
