A Florida man was arrested Monday after shooting an AR-15 assault-style rifle at a U.S. Census worker who had come near his property.
Flagler County deputies were called to a home in Bunnel, about 70 miles north of Orlando, around 6:15 after the Census worker reported that Michael Cooper, 32, had fired a shot at him, according to WKMG-TV.
Neighbors told officers that the Census worker had parked on the street, away from Coopers home, in a vehicle that identified him as a Census worker. The worker was also wearing a lanyard that identified him as a Census worker. The man was also clearly heard identifying himself as a Census worker.
Witnesses told officers that Cooper started screaming at the man as soon as he began approaching Cooper, who was on the homes porch. After yelling at the man to get off his property, Cooper allegedly went inside the home and returned with a black rifle and chambered a round.
As the Census worker turned and walked away, he heard a gunshot. The victims wife, who was in the car the Census worker had driven to the scene, then began honking her horn as Cooper allegedly raised the rifle to aim at the victim.

This is a violation of Census rules, though I see it a fair amount.
AR guy is in a heap of trouble, though. The Feds are gonna make a Federal case out of this.

Census workers can trespass on private property up to the moment they're asked to leave by the property owner.
Sounds like this Census worker didn't have protocol explained to him properly.
If someone gets mad like this at me, I throw up my hands and say: "Just ask me to leave. Then, I have to leave."
It puts them in charge, and defuses the situation.

This operation, the NRFU software is not demanding that enumerators get close to the Census gps mapspot.
It will sometimes whine a little if you're doing a direct case and not a proxy, but I just ignore it.
He needed to IMMEDIATELY leave when asked, while signaling submission to the property owner's wishes.
Census guy wasn't properly trained. We're seeing a lot of that in this operation.
I would think you would leave when they told you to leave.
Protocol is to IMMEDIATELY leave when the property owner asks you to leave.
I usually throw my hands up and acknowledge that the property owner is in the right.
This works well for me.
Seems like the polite and safe way to handle it. Of course, shooting at people when not threatened is pretty crazy.
“Witnesses” implies unbiased third parties which leads me to believe this was a more residential area than rural. My nearest neighbor is over a quarter mile away, and most of rural Florida involves acreage where witnessing much of anything would be difficult.
People can get REAL touchy about their property - even though they're just renting it from the government.
I find that acknowledging their concerns helps out a lot.
I don't even like to drive up long driveways - I prefer to walk up.

True and not true. I don’t know what situation he was in. But, at all PHASE of the operations, the gps is collecting info, ie you have to be near the house. FV requires a gps collection at a min, he could have did his knock and identify and then was run off.

No, not in this operation (NRFU).
I just got done doing 3 straight 56-hours weeks of NRFU enumerating.
The FDC software is not preventing the enumerator from completing the cases at a distance.
Occasionally, it will pitch a mild "too far away" hissy [on a direct Census address attempt], but you can just continue.
