I think the best bet would be to encourage both China and Russia to build their own UN Headquarters buildings, one in Beijing and the other in Moscow, and that the UN should rotate between the three every 25 years.

But then, “in all fairness”, the US should encourage two more UNHQs to be built, one in Mogadishu and one in Caracas.
