Special Dispatch to the New-York Times. RALEIGH, N.C., Wednesday, Aug. 29. Judge DOUGLAS arrived here this afternoon, and met with a most enthusiastic reception. Hundreds had assembled to welcome him at the depot. A delegation of citizens were also awaiting him, by whom, through their speaker, Mr. H.W. MILLER, he was formally welcomed to North Carolina. A Douglas Democratic Convention will beheld here to-morrow, to draw up a Presidential Electoral Ticket. In the evening the Judge will address the people in the State House Square. The Judge starts for Richmond on Friday. He will speak at Weldon. Q.
