And I also went to wiki(which is contradictory - says 16 then says 18) and also used Wisconsin lawyers(says18)

and what comes up is that most agree the section of the statute is poorly written.
If they (Wisc. Supreme Court - cause that’s where this is going) decide it’s 16, he skates on everything.
If not, regardless of anything else, I think Kyle gets whacked for a misdemeanor under this statute for not being 18.
The weapon was already in wisconsin so whoever lent the rifle to Kyle probably gets whacked for a Class H felony.
