WHAT HAPPENS IF THERES NO CLEAR WINNER? There has been a lot of loose talk from both presidential candidates about rigged or stolen elections of late, and many predict a lengthy legal battle over the presidency.
President Trump warned this week that the outcome could be in dispute for months and months or for years.
But lets not get ourselves all knotted up in the claims of our hyper hyperbolic president or his rhetorically sloppy challenger, Joe Biden. Instead, lets run through the realities of an inconclusive presidential election.

By the way, not sure you noticed but Trump is from New York City. Since you are clearly ignorant of east coast politics let me point out that where I live, South Jersey, is the republican part of NJ. We send GOP congressmen to DC but we can't override the more populous North Jersey, which is full of commies from NYC. NYC, where Trump is from, is way, way more leftist than where I live. So write him off too I guess.
If federal balloting is not certified in CA, then Pelosi is not reelected.

Not sure what happens if some states certify their results but not all do...whether just part of the country can decide the election.
If a US Pres and VP have not been certifiably elected by 6 January, and if Pelosi is not certified as reelected...the line of succession is Grassley and Pompeo. The US by law must have a President by that date.
So let the dems try mayhem and chaos. It may not work the way they think it will. Meanwhile lets hope the California GOP is learning vote harvesting.

True. So that means come January 2, 2021 there will be 33 Democrats, 2 Independents who caucus with the Democrats, and 30 Republicans in the Senate. Majority party chooses the President Pro Tem.
As I said, the President Pro Tem serves until another is chosen. The majority party chooses who fills that office. Come January 2nd it will be the Democrats.

The Congress certifies the electoral votes. There is no central authority of the electoral college.

I know there were no presidential elections in 1974. I was giving an example of how the GOP was obliterated in the mid-term election of 1974 after Watergate. Same thing will happen if Michelle Obama runs as VP. People will soundly repudiate and reject the GOP, and we will lose in a historic landslide, not just the WH, but also Congress.

There are 23 Republicans up for election this year and 12 Democrats. If the new senators are not sworn in then on January 2nd there will be 30 Republican senators, 33 Democrat Senators, and 2 independents who caucus with the Democrats. Democrats are the majority, they chose the President Pro Tem, they chose the next president.
