Sounds like a possible good use for Amazon's 'S3' storage service. There are browser plug-ins (and other apps) that make it easy to move the files around.
It also has the types of access controls you mentioned.

You can buy that kind of storage for about that kind of money direct from hostgator.com and a thousand other web hosting companies. You can also pick your own web name, and exert almost complete control.
