People who stand on the side of the road with signs are protesters.

People who block roads are terrorists or bandits.

People who block roads while armed are terrorists or armed bandits.

In this case, the organizers and other terrorists need to be charged with the death of their fellow terrorist in addition to the attempted murder of the driver and any passengers.
