He summarized that witnesses told APD a vehicle began honking its horn as it turned south onto Congress Avenue from 4th Street. He said the vehicle stopped as there were a large number of people in the roadway.
Manley said that Foster, who was holding an AK47-type assault rifle, approached the driver side window of this car as others in the crowd began striking the car.
Gunshots were fired from inside the vehicle at Mr. Foster, Manley said. During the initial investigation of this incident, it appears Mr. Foster may have pointed his rifle at the driver of this vehicle prior to being shot.
Another individual told APD that after that first volley of gunfire and seeing the car drive away from the crowd, they drew their concealed handgun and fired multiple shots at the car. Manley said this individual was also brought to the homicide office to be interviewed, and this individuals handgun, along with Fosters rifle, were also taken into evidence.
Both the driver of the vehicle who fired at Foster and the individual who fired at the car later on have been released pending further investigation, Manley said. He also noted that both people have concealed handgun licenses.

After basic-training in 1977...I was left with five general rules of handling rifles which are glued into my mind decades later. One of those rules was ‘don’t point the weapon unless you intend to shoot it’. Once this idiot leveled the weapon at the guy in the car...his life was measured in seconds.
I would imagine that the BLM guy never spent a day in the military or ever handled a rifle much in his entire life.
Totally agree. If the car was leaving, then there is no way the 2nd shooter could believe his life was in danger.
If the car was leaving, the 2nd shooter stood in front of the car because the 2nd shooter was an idjit just like the first protestor, then his life was put into mortal danger by himself and no one else. We all know not to stand in front of moving vehicles because they could possibly kill us as they run over us. Common sense is not strong with this one. It is not.

Honor Garrett: Fight for Black Lives, Justice for Garrett: just what some of the signs read at a vigil remembering 28-year-old Garrett Foster. Foster a familiar face at Austins Black Lives Matter protests, according to his family.
His wife, being African-American and he being a champion of justice and wanting to make sure that all people are treated fairly and equally, he was at those protests diligently to express his views against police brutality, said Fosters Aunt Karen Sourber.
Although hed been to more than 50 protests in recent months, Saturdays protest on the streets of downtown Austin would end differently for Foster. He was gunned down just before 10 P.M. on South Congress Avenue. As protesters filled the streets, witnesses say a car plowed through the crowd. APD Chief Brian Manley says Foster was shot shortly, after.
Mr. Foster, who was holding an AK-47 type assault rifle, approached the driver side window, as other people in the crowd started to strike the vehicle, said Manley. Gunshots were fired from inside the vehicle at Mr. Foster.

Disturbing footage and heartbreaking news for Fosters mom, who was too distraught to speak about her son. Sourber says that her sister, Sheila Foster is reeling from the loss.

Manley says the individual who shot Foster called 911 and admitted to pulling the trigger, but that he did so only after Foster pointed his rifle at him, first.
Police say another person returned fire at the vehicle. Both individuals have been questioned by police and released, pending further investigation.
