and then cover the thefts by decreasing the electronic inventory, which reduced the number of those items expected to be located in a physical inventory. On at least one occasion, Allen forged the signature of another soldier to cover his theft.
And how did that work? I don't have much experience with supply admin stuff, but I thought decreasing an electronic inventory would either leave a bright arrow pointing to the guy that did it, or he'd need another soldier to CAC-sign the change in amount (assume responsibility). Which means both the physical card and the PIN.
If he actually forged another's signature, that would likely be a hand-receipt, which does nothing to lower an electronic inventory, it just shows accountability for where the physical item is.

Was the perp a civilian or warrant officer? My battalion PBO was a CW2, back when property books were kept manually.
I did a 6 month stint as a PBO when I was a 1LT. There was a lag between outgoing and incoming warrants. It got me the extension that had originally been denied, and out of field duty during winter.
I was inspected by Group HQ halfway through, the out briefing was brief. The CW4 who did the inspection told the Old Man, Colonel, your property book is in better shape now than when LT NHN took over.
Immediately after, I took over as the Battalion S-4. I was a natural, with an accounting degree and PBO experience.
