Special Dispatch to the New-York Times. WASHINGTON, Friday, July 20. The outrages perpetrated by Senator DAVIS on the mechanics of the country, begin to be seriously felt by the Government. Orders received to-day from the army in the field, for a supply of trusses, cannot be filled, as these are "patented" articles, and under Senator DAVIS' law cannot be purchased except by special act of Congress. The Senator's bowels of compassion were insufficient to afford protection to the bowels of the soldiers.
