Just because he “paid it back” doesn’t mean the crime didn’t occur. Many people (unconnected sorts) are forced to pay back the full price of corrupt gains along with fines as part of sentencing agreements.
Is something larger at play here? Madigan is in the Federal sights, Fat-ass’s records are being sought, other malfeasance is coming to center stage, just in time for the November elections and just in time to piss off a lot of Illinois voters as to the length and breadth of the corruption.
Is Trump trying to put Illinois into play?

Illinois politics is waaaaaaay to corrupt and rotten to be taken down in 100 days.
These investigations will drag on THROUGH the elections, the good citizens of Illinois will lose interest ....AGAIN, and the Sodom & Gomorrah that is Illinois will bleed on.
Thats just the way it is here.

Four of the last seven Illinois governors, 33 Chicago alderman since 1972, and 15 Cook County judges (in one federal operation alone in the 1980’s) have gone to prison. And that’s just scratching the surface...didn’t make a dent. Everything is still just “business” as usual in Illinois.
