You seem to be under the false impression that Trump can pick anyone he wants. Trump can only pick people that mcconnell will approve and I suspect that approval happens before the pick is made. Then there are recess appointments, mcconnell has never put the senate in recces while Trump has been POTUS. Trump has been paralyzed by the senate gopE.

He should have cleaned house from the outset. I can somewhat understand why an outsider would look to GOP insiders for advice but his trust/reliance on them was a mistake of historic proportions that had huge implications. And still does to this day.

I think its partially his temperament, but it also proves that most Presidents must rely on the DC Swamp and Machine to fill the thousands of jobs, even top ones. Trump is on his own, and has learned the swamp-machine candidates will stab him in the back at every turn.
Even those of us paying attention fail to realize how much the deep-state and permanent bureaucracy really runs things in the USA.
